1、China’s Vocational Education

    Chinese Premier Wen Jiabao said that currently the job market and economic development in China are faced with two major challenges: the increasing need of employment training for labor forces and increasing demand for skilled labors. Both are critical to China’s economic development and sustainable economic growth. Hence, the emphasis and development on China’s vocational education. The Chinese central government attaches strategic importance to vocational education, devoting a 10 billion yuan budget to its development in the next 5 years.

The objective of the reform and further development of vocational education is, by 2010, to recruit and train 8 million students every year at intermediate vocational schools and educating no less than half the total number of students recruited for higher education at advanced vocational education facilities.

During the period of the “Eleventh Five-year Plan”, intermediate vocational schools are expected to produce 25 million vocational graduates while advanced vocational colleges will have at least 11 million vocational graduates. Second, over 100 million urban and rural work forces are to be trained annually. Third, vocational learning and teaching conditions will be greatly improved and qualifications of teaching staff will be enhanced. In some key fields, the government plan to establish more than 2000 vocational education and training bases; 1000 vocational education centers at the county level, 1000 secondary vocational schools and 100 advanced vocational schools. It is requested that companies devote 1.5% to 2.5% of an employee’s annual salary to his/her vocational training and Chinese cities spend at least 20% to 30% of the urban education budget on vocational education.

       Currently, however, more than 10 million junior high school graduates fail to be recruited for senior high school in China every year, while millions of senior high school graduates cannot enter universities or colleges. Meanwhile, nearly half of the university graduates are unable to find employment, creating pressure on urban development; every year as many as 24 million people are waiting to be settled in cities for employment.

On the other hand, some industrial sectors experience a shortage of skilled labors. 1 million or so new jobs are not filled every year in the field of digital controlling technology, 300 thousand in automotive repair and maintenance, and 150 thousand in practical nursing. In manufacturing, China’s productivity is only 5% of that of the developed industrial nation. The skilled workers and middle to senior level technicians are in serious shortage and the quality of labors is low. All of these challenges have to be resolved through improved vocational education.

The Chinese Service Center for Scholarly Exchange started hosting 13th China International Education Exhibition Tour CIEETsince Spring 1999. The past twelve editions of CIEET contributed significantly to the public and earned favorable reputation for future CIEETs. Chinese Service Center for Scholarly Exchange (CSCSE) and TTJ Exhibition Companies are organising the 13th China International Education Exhibition Tour and 2008 Beijing International Education and Careers ExpoCIEETCareers2008to increase awareness and provide career upgrading and guidance. CIEETCareers2008 are the event highlights of CIEET and it will be held in conjunction with CIEET.

l         The Organization Committee will send Invitation Letters and entrance tickets directly to related government organs, education administrations and prestigious institutes as well as media. Furthermore, a variety of means are used to invite trade visitors by post, email, fax and etc.

l         There will be reports and interviews upon popular topics, and a number of activities will be organized to attract visitors before the show.

l         The Organizing Committee will take advantage of the influence of the Ministry of Education and the platform of CIEET2008 to invite commercial representatives of foreign embassies to visit the show

l         Catalogue will be delicately printed and distributed direct to the trade visitors.
